Delhi Private School: The Delhi government has taken a major step by showing strictness on matters related to private school fees. Chartered accountants will be appointed in district fee appeal committees to review school fees and resolve disputes.
Delhi School: The Delhi government will appoint six Chartered Accountants (CAs) in district fee appeal committees and the review committee to review and resolve matters related to school fees of private, unaided, and recognized schools in the national capital. An official statement regarding this has been issued by the government.
A tender has been issued for this appointment with an estimated project cost of ₹86.40 lakh. The selected Chartered Accountants will be deployed across 15 districts under the provisions of the Delhi School Education (Transparency in Fee Fixation and Regulation) Act, 2025, which came into effect following the notification on August 14, 2025.
School Fee Appeals and the Mandatory Role of Chartered Accountants
Under the Act, each school has a school-level fee regulation committee, which has the authority to approve the fees proposed by the management. A group of dissatisfied parents can appeal against the decision before the district fee appeal committee within 30 days. According to the law, it is mandatory for each district appeal committee and the review committee to have a Chartered Accountant as a member.
The statement said that there are approximately 1,794 private, non-government recognized schools in Delhi’s 15 districts, whose financial documents need to be examined during the appeal and review stages. To meet this requirement, at least six professional Chartered Accountants will be deployed, one for the review committee and the other five to handle three district fee appeal committees each.
Responsibilities of Chartered Accountants and Their Term of Appointment
The statement said that the Chartered Accountants will independently examine the audited accounts and financial records of schools, verify compliance with the fee fixation criteria under the Act, provide expert financial advice during committee discussions, assist in preparing the financial reasoning in the committee’s orders, maintain impartiality, and recuse themselves in cases of conflict of interest.
Under this Act, the Education Director is empowered to summon records from school-level, district appeal, or review committees to ensure that proceedings comply with the law, and also has the authority to issue directions to the appropriate committee or refer matters as needed. The statement said that any legal issues arising from reports submitted by the Chartered Accountants will also have to be handled by them, including preparing responses for the courts, for which they will not receive any additional remuneration.
The appointment will be for a period of two years. The selected Chartered Accountants will be required to resolve each appeal within 30 days of its receipt. These services will be provided at the offices of the District Deputy Directors of Education, the Directorate of Education headquarters, or any other location as directed by the competent authority.
